Cat Shieh is a seasoned professional committed to driving social impact across diverse sectors, with a focus on Anti-Bias & Anti-Racism (ABAR), ethnic studies, and DEI (Diversity, Equity, and Inclusion) learning experiences.
She currently serves as the Chief of Staff and Strategy Program Consultant at Health Care Service Corporation (HCSC) within the Healthcare Delivery and Access Division. HCSC, an independent licensee of the Blue Cross Blue Shield Association, is the largest member-owned health insurer in the United States. In this role, Cat is responsible for managing contracting relationships with healthcare providers in Illinois to improve health outcomes, reduce costs, and enhance the quality of care for nearly 9 million members.
Before joining HCSC, Cat was the Senior Program Manager of DEI at Adler University, where she led DEI initiatives at a graduate school renowned for developing mental health practitioners committed to advancing social justice. Prior to Adler, she served as the Associate Director of the DEI Center at the American Bar Association, the largest voluntary association of lawyers in the country.
Cat’s journey into DEI began with her role at Asian Americans Advancing Justice, where she developed and delivered training programs focused on de-escalating anti-Asian violence in Chicago. Her educational, organizing, and social policy perspectives are deeply informed by her experience as an Ethnic Studies teacher, where she emphasized intersectionality, politicization and activism, and student-centered learning. Her ABAR curricula have been successfully piloted in the Los Angeles Unified School District and several charter schools across California.
Before her teaching career, Cat worked in the nonprofit, public, higher education, and corporate consulting sectors, all united by a commitment to social impact. Notably, during her time with the U.S. House of Representatives, she was instrumental in the formation of two Congressional Caucuses.
Cat holds a BA in Political Science and Urban Planning from the University of Southern California and an MA in Urban Education, Administration, and Policy from Loyola Marymount University. She is also an alumna of Teach for America, Teach Plus, the Association of Raza Educators, and Coro.
